  + stars: | 2024-05-06 | by ( Emma Bubola | ) www.nytimes.com   time to read: +1 min
This week, for the first time in five years, President Xi Jinping of China will be visiting Europe, with stops in France, Serbia and Hungary. Mr. Xi will also encourage President Emmanuel Macron of France to pursue greater autonomy from the United States in a bid to weaken Washington’s global dominance. Here is what we know about Mr. Xi’s trip, which began Sunday. What is the significance of Mr. Xi’s itinerary? The three countries Mr. Xi will be visiting, experts say, to varying degrees embrace China’s push for a redefined global order.

China’s planned 53-day mission would see the Chang’e-6 lander touch down in a gaping crater on the moon’s far side, which never faces Earth. China became the first and only country to land on the moon’s far side during its 2019 Chang’e-4 mission. Ambitious missionThe Chang’e-6 probe will be a key test for China’s space capabilities in its effort to realize leader Xi Jinping’s “eternal dream” of building the country into a space power. This time, to communicate with Earth from the moon’s far side, Chang’e-6 must rely on the Queqiao-2 satellite, launched into lunar orbit in March. This time, China has said the Chang’e-6 mission will carry scientific instruments or payloads from France, Italy, Pakistan and the European Space Agency.

Xi Jinping’s Green Leap Forward - The New York Times

He has brushed aside Deng Xiaoping’s maxim “To get rich is glorious” in favor of centralized planning and Communist-sounding slogans like “ecological civilization” and “new, quality productive forces,” which have prompted predictions of the end of China’s economic miracle. In recent years, the transition away from fossil fuels has become Mr. Xi’s mantra and the common thread in China’s industrial policies. It’s yielding results: China is now the world’s leading manufacturer of climate-friendly technologies, such as solar panels, batteries and electric vehicles. Last year the energy transition was China’s single biggest driver of overall investment and economic growth, making it the first large economy to achieve that. This raises an important question for the United States and all of humanity: Is Mr. Xi right?

President Biden’s effort to build American security alliances in China’s backyard is likely to reinforce the Chinese leader Xi Jinping’s view that Washington is leading an all-out campaign of “containment, encirclement and suppression” of his country. And there is not much Mr. Xi can do about it. To China, Mr. Biden’s campaign looks nothing short of a reprise of the Cold War, when the world was split into opposing blocs. That pressure on China expanded Thursday when Mr. Biden hosted the leaders of Japan and the Philippines at the White House, marking the first-ever trilateral summit between the countries. American officials said the meeting was aimed at projecting a united front against China’s increasingly aggressive behavior against the Philippines in the South China Sea and against Japan in the East China Sea.

Pakistani Prime Minister Shehbaz Sharif offered condolences for the death of the Chinese nationals during a visit Tuesday to the Chinese Embassy in Islamabad, where he met with Beijing’s ambassador. The blast Tuesday follows two militant attacks in recent days in southwest Pakistan, where China is investing billions in infrastructure projects. Half a year later, a separatist group attacked a luxury hotel in Gwadar, often used by Chinese nationals working at the port. In August last year, BLA militants opened fire on a Pakistani military convoy in Gwadar as it was escorting a delegation of Chinese nationals to a construction project. Two militants were killed and no harm was caused to any military personnel or civilians, according to the Pakistani military.

The ex-soccer chief, Chen Xuyuan, was jailed on Tuesday alongside multiple senior sporting executives, according to state media, following a months-long investigation. Five years later, the Chinese soccer association unveiled a plan to make the country a “world football superpower” by 2050. The Chinese men’s soccer team currently sits third in its FIFA World Cup qualify group, with four points, behind group leader South Korea, and second placed Thailand. Last Thursday, the team drew 2-2 with city-state Singapore, in a major blow to the country’s World Cup 2026 dream. The two sides face off again, on Tuesday, in what is being billed as a crunch match for underperforming China.

And in the most important moment of the 2024 election campaign so far, Biden appeared to succeed. “President Biden is clearly not on his A-game and I think that’s a charitable way to describe it. Republicans complain Biden politicized a great state eventSome Republicans faulted the president’s delivery and said he mistook loudness for strength. And in his speech on Thursday, Biden was advocating a different kind of strength – one rooted in democracy rather than in trying to destroy it. That debate about two vastly different visions of the meaning and the soul of the country will decide the fates of both Biden and Trump come November.

What is happening is to a certain extent, an element of a civil war,” Putin claimed. The island remained a Japanese colony for half a century until the end of World War II, when it came under the control of China’s ruling Nationalist government. China moon spacecraft named ‘Dream Vessel’

Hong Kong CNN —China’s space agency has revealed the names of the spacecraft that it hopes will take Chinese astronauts to the moon by the end of the decade. In a news release over the weekend, the China Manned Space Agency said development was “progressing well” on the spaceship Mengzhou, or Dream Vessel, the lander, Lanyue, or Embracing the Moon, and a super-heavy-lift carrier rocket named Long March 10. The name Mengzhou is linked to the “Chinese nation’s dream of landing on the moon,” it added. The United States is ramping up its lunar program, with NASA last month announcing its plan to land astronauts on the moon in 2026, a year behind its original schedule. Last week, the commercial Odysseus lunar lander developed by Intuitive Machines became the first US-made spacecraft to touch down on the moon in 50 years.

Hong Kong CNN —Chinese companies are doing something rarely seen since the 1970s: setting up their own volunteer armies. According to China’s Military Service Law, male militia members should be 18 to 35 years old. It was latest in a slew of militias established by major Chinese companies in the past year. After 1949, when the party took control of mainland China, the units were eventually embedded into governments, schools and companies. This can, in the long run, save the PLA resources by delegating some duties to militia forces to care for,” Heath said.

Hong Kong CNN —Chinese leader Xi Jinping has visited Shanghai for the first time in three years, as his government steps up efforts to prop up the country’s economy and financial markets. The visit, his first since 2020, comes as business confidence wanes in China and foreign companies pull out of the country. “General Secretary Xi Jinping’s visit to Shanghai sends important signals at a critical moment,” an editorial by Xinhua said Thursday. “Shanghai must be a vanguard of the country’s reform and opening up and a pioneer in its tech innovation and development,” Xi was quoted as saying by Xinhua. Earlier this month, Xi visited the United States for the first time in more than six years, where he met with President Joe Biden to amend ties between the two countries.

All this coincides with longstanding calls from countries across the developing world for an international system where they have more say. Beijing, he added, sees the US as merely “paying lip service” to the “liberal order” to hurt other countries. Sergei Savostyanov/Sputnik/ReutersIn recent years, even some countries that have for decades embraced a close partnership with the US have drawn closer to China and its vision. “Is China really trying to promote multipolarity — or does China just want to (become a) substitute (for) US influence over the world?” he asked. Hong Kong CNN —Zhang Hongli, a former senior executive at Industrial and Commercial Bank of China (ICBC), is being probed by China’s top anti-corruption watchdog, in a sign of a continuing crackdown in the country’s financial sector. Prior to joining ICBC, Zhang worked at Deutsche Bank and Goldman Sachs, where he held senior management roles. They include three top executives at the highest ranks of China’s financial world, who have either been probed or charged, according to the commission. China rate scare reminds watchdogs of hidden risks

Overnight borrowing rates for some Chinese financial institutions spiked to 50% on Tuesday, according to official interbank data, far in excess of the average rate of roughly 3.6%. In 2012, a national audit confirmed that local governments had amassed up to 10 trillion yuan in debts. Those have since swelled to 92 trillion yuan, per Reuters. The latest liquidity squeeze is a reminder that short-term dangers will complicate any attempts at more drastic surgery on China’s financial system. CONTEXT NEWSOvernight borrowing costs for some Chinese financial institutions jumped to as high as 50% on Oct. 31.

The National Financial Work Conference, usually held twice a decade, is expected to further fortify leader Xi Jinping’s control of the country’s $61 trillion financial sector. “Overall, the financial sector in China has made progress but at this moment they face challenges,” said Nakao. Last week, Xi reportedly visited the central bank, or People’s Bank of China, a rare step that underscores the party’s consolidation of controls over markets and financial institutions. Country Garden, another major developer, failed last week to meet a deadline to pay interest on a dollar bond. It has adopted measures to support private industries, which provide the lion's share of jobs in China.

Israel war tests US appeal to global swing states
  + stars: | 2023-10-30 | by ( Hugo Dixon | ) www.reuters.com   time to read: +7 min
FOURNI, Greece, Oct 30 (Reuters Breakingviews) - Joe Biden has sought to portray the United States as a superpower that cares about the rule of law. What’s more, swing states – which back neither the United States nor China – have more power than they did during the old Cold War between the West and the Soviet Union. Such pressure may convince some countries that the United States is pursuing a principles-based foreign policy in the Gaza conflict. The Israeli war may last a long time and its aftermath may be tortuous. But it could also have an important impact on the United States’ influence with swing states and its struggle with China.

To some observers, it may seem like Xi Jinping is itching to unify Taiwan with China. He has instructed the Chinese military to be prepared by 2027 to take Taiwan by force, if necessary, and China increasingly uses its growing military might to intimidate Taiwan’s people into yielding to Chinese control. Officers who are lining their own pockets, if that is the case, are likely not taking seriously enough Mr. Xi’s instruction to be prepared to seize Taiwan by 2027. Mr. Xi has frequently admonished the P.L.A. Russia’s debacle in Ukraine is a cautionary tale for Mr. Xi.

The funds are to be funnelled to cash-strapped local governments struggling under 92 trillion yuan ($12.6 trillion) of debt. The last time was for a 1 trillion yuan special bond issuance in 2020 to combat the economic fallout from Covid-19. All these plans stem from the ruling Politburo in July calling on regulators to formulate “a basket of measures” to resolve risks stemming from local governments’ debt. CONTEXT NEWSChina’s top legislature approved a plan on Oct. 24 to sell 1 trillion yuan ($137 billion) of sovereign bonds. Separately, the Chinese legislature passed a bill to allow local governments to frontload part of their 2024 bond quotas.

And since we don’t actually want to be at war with China, it makes a certain sense to avoid lumping Beijing in with Moscow and Tehran. It makes sense to talk about China, Iran and Russia as a loose alliance trying to undermine American power, but it is not a trio of equals. But the threat China poses to Taiwan, in particular, has different implications for American power from the threat Russia poses to Ukraine or Hamas poses to Israel. Whatever misery Iran and its proxies may inflict upon the Middle East, they are not going to conquer Israel or drive American power out of the Levant. But we have no experience being defeated in straightforward combat, not guerrilla war, by a great-power rival and ideological competitor.

China’s leaders speed towards Japanisation

LONDON, Oct 20 (Reuters Breakingviews) - China’s real estate market is in decline. The trouble is that China’s economic imbalances are far worse than Japan’s in 1990. Yet China’s GDP per capita has reached only half of Japan’s level in 1990. China’s economic misdirection is catalogued in Yasheng Huang’s “The Rise and Fall of the East”. After 1978 the authorities gave provincial governments substantial freedom to promote economic growth and rewarded them for meeting a growth target.

Here are the main takeaways from China’s Belt and Road Forum. No doubt over Putin’s prominenceThe gathering left no question over who was the most important world leader in attendance in the eyes of China’s Xi. In his meeting with Putin, Xi hailed the China-Russia partnership as “a long-term commitment,” stressing “ever-lasting good neighborliness and mutually beneficial cooperation,” and alluding to their shared 4,300-kilometer border and mutual aims. Since then, skepticism about China’s global ambitions has risen in Europe, in particular over Beijing’s economic and diplomatic support for Moscow. “Obviously, competition should not mean working against each other but mutually improving each other,” he said, while touting the quantity of China’s global development projects.
